Anyone whose annual purchases of agricultural commodities exceeds 30,000 bushels from producers, 100,000 bushels from licensed handlers or a combination that exceeds 100,000 bushels. 2. Anyone who operates a facility as a bailee for receiving, storing, shipping or conditioning of an agricultural commodity. 3. Anyone receiving commodities under a delayed price agreement. 4. Anyone offering marketing functions that exert control over the monetary proceeds of an agricultural commodity.
